• Amends special assistance alternative provisions for schools participating in federal National School Lunch Program to allow base year establishment for free/reduced-price meal eligibility determinations, effective 2014-15 fiscal year.

• Revises necessary small school funding calculations to use LCFF grade span adjusted base grants instead of prior revenue limit formulas.

• Appropriates $5,994,417,000 from the General Fund to the Superintendent of Public Instruction for allocation to school districts and charter schools pursuant to the local control funding formula.
