AB 106 Summary

• Extends suspension of child support performance incentive payments and Medi-Cal third-party health coverage payments through fiscal year 2016-17, and suspends fingerprinting fee waivers for small child care facilities through the same period.

• Increases inspection frequency for community care facilities, residential facilities for the elderly, child day care centers, and family day care homes through a phased approach beginning January 1, 2017, with all adult facilities receiving annual unannounced inspections by January 1, 2019.

• Establishes CalWORKs housing support services for recipients experiencing homelessness or housing instability, and permits continued assistance to individuals discontinued due to income ineligibility.

• Creates grants for immigration legal services and education/outreach for DACA, DAPA, naturalization, and other immigration remedies, effective January 1, 2016.

• Restructures Local Revenue Fund accounts to include County Medical Services Program Subaccount and creates new Vehicle License Fee Account subaccounts, beginning August 1, 2015, and modifies allocations to Mental Health, Health, and Family Support accounts.
