Expands eligible uses of Environmental Justice Small Grant Program funds to include physical projects such as planning, engineering, construction, monitoring or filtering technology, and environmental assessments that improve environmental health or address specific environmental justice needs.

Increases minimum annual funding requirement for the Secretary for Environmental Protection from $1,500,000 to $5,000,000 per year for the grant program, contingent upon legislative appropriation.

Requires each board, department, and office within the California Environmental Protection Agency to allocate appropriated funds from special funds, settlements, and penalties to implement the grant program.

Maintains maximum grant amount of $50,000 per award and eligibility limited to nonprofit entities and federally recognized tribal governments located in communities with significant pollution exposure.

Prohibits grant funds from being used for lobbying, advocacy, litigation, matching funding, or technical assessments opposing public agency assessments.
