• Establishes a working group convened by the State Department of Social Services to review and make recommendations for revising foster children's rights, with deadlines of January 1, 2018 for recommendations and July 1, 2018 for developing standardized information and dissemination methods.

• Requires the working group to include the State Foster Care Ombudsperson, County Welfare Directors Association, probation chiefs, behavioral health directors, current and former foster youth, foster parents, advocacy groups, and provider associations.
