AB 108 Summary

• Increases Competitive Cal Grant A and B awards from 22,500 to 25,750 annually starting in 2015-16 academic year and raises maximum tuition awards for new recipients at private nonprofit institutions to $9,084 for 2015-16 and 2016-17 award years.

• Reduces Middle Class Scholarship Program funding from $152 million to $82 million for 2015-16, from $228 million to $116 million for 2016-17, and from $305 million to $159 million for 2017-18, with intent that savings support higher education.

• Exempts GI Bill recipients (Montgomery GI Bill-Active Duty and Post-9/11 GI Bill) who meet California residency requirements from paying nonresident tuition at California Community Colleges and California State University campuses beginning July 1, 2015.

• Appropriates $60 million to Chancellor of California Community Colleges for community college districts to adopt evidence-based academic assessment, remediation, and student support models; appropriates $48 million for Career Technical Education Pathways Program and $10 million for basic skills partnership pilot program with CSU.

• Modifies California State University and University of California capital project approval procedures, requiring preliminary reports by September 1 and final reports by December 1; authorizes CSU to use General Fund support for specified infrastructure projects and UC to pledge General Fund appropriations for availability and lease payments.
