Requires all charter schools operating on or after July 1, 2017, to operate only as nonprofit public benefit corporations, school districts, county offices of education, or the University of California.

Eliminates the previous option for charter schools to elect to operate as for-profit entities or be operated by for-profit organizations.

Entitles school district governing boards to a single representative on the board of directors of nonprofit public benefit corporation charter schools they grant.

Protects chartering authorities from liability for charter school debts, obligations, and claims if the authority complies with all required oversight responsibilities.
