• Authorizes (rather than requires) the Department of Fish and Wildlife to pay county taxes and irrigation district assessments on wildlife management areas, using only appropriated funds, and prohibits allocation of these payments to school districts or community college districts.

• Allows the California Science Center to enter into agreements with the California Science Center Foundation for the Phase III Project, with the foundation bearing all design and construction costs and providing indemnification to the state.

• Abolishes the Repatriation Oversight Commission and transfers its duties to the Native American Heritage Commission for managing repatriation of human remains and cultural items to California Native American tribes.

• Restructures California Safe Drinking Water Act fee collection by establishing a unified annual fee schedule (effective July 1, 2016) based on legislative appropriations rather than the previous tiered system, with fees due within 90 days plus 10% late penalty.

• Appropriates $300,000 from the California Tire Recycling Management Fund to support the California-Mexico Border Relations Council and authorizes $10,000,000 from reverted bond funds for outdoor environmental education and recreation programs.
