Requires the State Air Resources Board to adopt regulations by December 31, 2017 establishing that no less than 15% of all new car sales in California must be zero-emission vehicles by 2025.

Defines "zero-emission vehicle" as a vehicle that produces zero exhaust emissions of any criteria pollutant, precursor pollutant, or greenhouse gas in any mode of operation or condition.

Establishes state policy to foster zero-emission vehicle use as a strategy to reduce air pollution and promote public health and economic benefits.
