Establishes Regional Railroad Accident Preparedness and Immediate Response Force to respond to hazardous materials releases from railroad accidents, funded by fees on owners of the 25 most hazardous material commodities transported by rail in California.

Creates Human Trafficking Victims Assistance Fund administered by Office of Emergency Services to distribute grants to qualified nonprofit organizations providing services to human trafficking victims.

Extends authorization for Controller's 21st Century human resource management system project from June 30, 2015 to June 30, 2016.

Renames Financial Integrity and State Manager's Accountability Act as State Leadership Accountability Act and revises internal control requirements for state agencies.

Requires Franchise Tax Board to collect unpaid tolls and toll evasion penalties as though they are taxes, effective immediately upon bill passage.
