AB 1110 Summary

• Requires retail electricity suppliers (including electrical corporations, local utilities, electric service providers, and community choice aggregators) to disclose greenhouse gas emissions intensity of their electricity portfolios to customers alongside existing fuel source disclosures.

• Mandates the Energy Commission, in consultation with the State Air Resources Board, to adopt a methodology for calculating greenhouse gas emissions intensity for retail electricity purchases and to calculate statewide emissions intensity for comparison purposes.

• Requires retail suppliers to report greenhouse gas emissions intensity data to the Energy Commission beginning June 1, 2020 for retail sales occurring after December 31, 2018, with new community choice aggregators granted 24-36 months after serving their first customer.

• Authorizes the Energy Commission to verify both environmental and procurement claims made by retail suppliers and establish guidelines for the reporting and disclosure of greenhouse gas emissions intensity by January 1, 2018.

• Specifies that no state reimbursement is required for local agencies or school districts implementing this program.
