Adds pharmacist services as a covered benefit under the Medi-Cal program, subject to federal approval from the Centers for Medicare and Medicaid Services.

Sets reimbursement rate for pharmacist services at 85% of the physician services fee schedule under Medi-Cal.

Covers five specific pharmacist services: furnishing travel medications, dispensing naloxone, providing self-administered hormonal contraception, administering immunizations, and providing tobacco cessation counseling with nicotine replacement therapy.

Allows the department to implement the provisions through administrative letters and bulletins without formal rulemaking until July 1, 2021, when permanent regulations must be adopted; requires semiannual status reports to the Legislature beginning July 1, 2017.

Takes effect immediately as an urgency statute.
