Requires the Administrative Director of the Division of Workers' Compensation to establish an evidence-based drug formulary by July 1, 2017, as part of the medical treatment utilization schedule for workers' compensation medications.

Mandates the administrative director publish at least two interim reports on the division's website beginning July 1, 2016, describing the status of formulary creation, and requires consultation with stakeholders including employers, insurers, physicians, pharmacists, attorneys, and injured workers.

Requires quarterly updates to the drug formulary to include all appropriate medications and those new to the market, with changes exempt from the Administrative Procedure Act and published on the division's website.

Establishes an independent pharmacy and therapeutics committee consisting of six members plus the Executive Medical Director to review and advise on drug safety, efficacy, and evidence-based updates to the formulary.

Exempts the drug formulary from applying to medications in emergency departments or inpatient settings and includes a phased implementation for workers injured before July 1, 2017, to ensure safe transitions to formulary medications.
