Revises the definition of "assault weapon" to include semiautomatic centerfire rifles and pistols that do not have a fixed magazine and possess specified attributes such as thumbhole stocks, folding stocks, flash suppressors, or second handgrips.

Defines "fixed magazine" as an ammunition feeding device contained in or permanently attached to a firearm that cannot be removed without disassembly of the firearm action.

Exempts persons who lawfully possessed assault weapons prior to January 1, 2017, from criminal penalties if they register the firearm with the Department of Justice by January 1, 2018.

Requires the Department of Justice to establish an online registration system for assault weapons possessed between January 1, 2001, and December 31, 2016, with a registration fee of up to $15 per person to cover reasonable processing costs.

Exempts Olympic target shooting pistols sanctioned by the International Olympic Committee and USA Shooting from the assault weapon definition, and authorizes the Department of Justice to exempt additional competitive pistol models.
