Allows renewable energy credits from wastewater treatment facilities using landfill gas or digester gas technology to meet the first category of California's Renewables Portfolio Standard portfolio content requirements.

Requires the generating facility to have a first point of interconnection with a California balancing authority and the wastewater treatment facility to be publicly owned with generating capability first put into service on or after January 1, 2016.

Prohibits public entities selling these renewable energy credits from making marketing or advertising claims regarding the renewable attributes of the electricity that earned the credits.

Requires electricity generated from these renewable energy credits to be added to the total retail sales of the purchasing retail seller or local publicly owned electric utility for purposes of calculating their renewables portfolio standard procurement obligations.

Excludes wastewater treatment facilities that participate in the small-scale bioenergy feed-in tariff program from eligibility under these provisions.
