Requires the Superintendent of Public Instruction to submit a report on the Early Commitment to College program to the Legislature by November 1, 2017 (instead of to the Legislative Analyst's Office by November 1, 2016).

Report must include the number of participating school districts and pupils, pupils who fulfilled pledge requirements, enrollment rates in postsecondary programs, local and state factors affecting program success or failure, and technical assistance provided by the department.

Superintendent must include a recommendation on whether the program should be continued as part of the report.

Superintendent must inform the Assembly Committee on Education, Assembly Committee on Higher Education, and Senate Committee on Education of its reporting plans by January 31, 2016.

Removes requirement for the Legislative Analyst's Office to submit a separate report and recommendation on the program.
