Requires the State Board of Education to consider revising the local control and accountability plan template by January 31, 2017 to include a section or appendix for monitoring actual progress on adopted outcomes.

Requires school district superintendents and county superintendents of schools to post their populated evaluation rubrics on their respective Internet websites, except when the state board revises the template.

Removes the requirement for the Superintendent of Public Instruction to post evaluation rubrics and evaluation rubric data on the department's website, limiting postings to links to local control and accountability plans.

Removes the requirement for county superintendents to post school districts' evaluation rubric data on county office websites.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory provisions.
