Requires health insurers to provide life agents with written or electronic notice of material contract changes at least 45 days before the changes become effective

Defines "material change" as modifications affecting commissions, bonuses, incentives, right of survivorship, indemnification, or errors and omissions coverage requirements

Does not apply to changes that are mutually agreed upon by both parties or changes required by state or federal law
