Continues the California Cyber Security Task Force within the Governor's Office of Emergency Services, composed of directors from state agencies, utility/energy representatives, law enforcement, and cyber security experts appointed by the Governor, Senate Rules Committee, and Assembly Speaker.

Requires the task force to meet quarterly (or more frequently during emergencies), convene public and private stakeholders, and issue annual policy recommendations to the Governor and Legislature on cyber security matters.

Creates a State Director of Cyber Security within the Governor's Office of Emergency Services, subject to Senate confirmation, to serve as Executive Director of the task force and provide strategic direction on risk assessments and cyber security policy.

Mandates the task force to develop state cyber prevention and defense strategies, partner with federal agencies on information sharing, establish IT security standards, expand public-private partnerships, and collaborate with law enforcement on cyber crime investigation and prosecution.

Sunsets all provisions on January 1, 2020, through automatic repeal.
