Requires testing and maintenance of backflow prevention devices to be performed by persons with California-specific certification from organizations including California-Nevada Section of AWAA, ASSE International, ABPA, or similar providers deemed acceptable by the State Water Resources Control Board or local health officer, if a local health officer does not maintain a local certification program.

Authorizes local health officers to maintain certification programs for backflow prevention device testers and collect fees from certified testers to offset certification program costs.

Permits local health officers to suspend, revoke, or refuse to renew a tester's certificate upon finding the tester has committed fraud, deception, gross negligence, or misconduct in performing certified duties.

Establishes that certification standards must be consistent with backflow protection regulations adopted by the State Water Resources Control Board.

Provides that no state reimbursement is required because costs incurred by local agencies result from changes to crime definitions or penalties under Government Code Section 17556.
