Requires each state agency to review all its regulations by January 1, 2018, and identify those that are duplicative, overlapping, inconsistent, or out of date.

Mandates state agencies to adopt, amend, or repeal identified regulations through the standard regulatory process and hold at least one noticed public hearing on the Internet for public comment.

Requires agencies to notify appropriate legislative committees at least 30 days before initiating regulatory changes and submit compliance reports to the Governor and Legislature.

Applies to agencies listed in Section 12800, which must notify each other of potentially duplicative or inconsistent regulations and provide 30-day review recommendations for proposed changes.

Sunsets on January 1, 2019, unless extended by later legislation, and does not weaken any health, environmental, worker protection, or public welfare laws.
