Requires the Department of Fish and Wildlife to develop a science-based plan by June 30, 2016 addressing predation by nonnative species on endangered and threatened fish species in the Sacramento-San Joaquin Delta

Plan must consider predation reduction for all Chinook salmon and other native species not listed under the California Endangered Species Act

Plan development shall incorporate existing predation research, solicit input from the Delta Independent Science Board and stakeholders including water users and fishing communities, and may include prioritization and phasing of approaches

Department cannot implement the plan unless funding is made available
