Establishes the Disaster Response Fund in the State Treasury, funded by a special surcharge on commercial and residential fire and multiperil insurance policies issued or renewed on or after January 1, 2016

Requires insureds to pay a surcharge of either 5% or 3% of property insurance premiums depending on whether their political subdivision participates in the Master Mutual Aid Agreement, with failure to pay resulting in policy cancellation

Creates the California Fire and Rescue Mutual Aid Support Program to allocate 50% of collected surcharge funds to local public entities for disaster response, communications interoperability, preparedness outreach, and hazard mitigation

Repeals the existing fire prevention fee previously authorized under state law and Chapter 1.5 of the Public Resources Code

Requires admitted insurers and surplus line brokers to collect and remit surcharges to the Office of Emergency Services within 45 days of each calendar quarter, with funds supporting state and local disaster response activities
