Requires the Department of Toxic Substances Control to hold a public meeting within 90 days of receiving a hazardous waste facilities permit renewal application in or near the facility's community to inform the public about the renewal process, how to participate, and the facility's enforcement history.

Mandates the department review financial assurances for hazardous waste facilities at least once every 5 years and notify owners/operators if assurances are found inadequate, requiring them to update and adopt adequate financial assurances within 90 days.

Designates violations of these requirements as crimes, making this a state-mandated local program.

Specifies that no reimbursement is required under the California Constitution because the act only creates or modifies criminal penalties as defined in Government Code Section 17556.
