Requires state agencies with separate whistleblower investigation policies to publicly report investigations that substantiate improper governmental activities, similar to reporting requirements for the State Auditor.

State agencies must keep confidential the identity of employees involved in substantiated investigations while making findings public.

Clarifies that the bill does not require disclosure of public records that are otherwise exempt under state law, including the California Public Records Act.

Amends Government Code Section 8547.2 to define terms related to whistleblower protections and adds new Section 8547.16 to establish public reporting requirements for state agencies.
