Repeals provisions requiring the State Controller to automatically abolish state positions vacant for six consecutive monthly pay periods and removes the Director of Finance's authority to reestablish such positions.

Clarifies that "family member" under PEMHCA excludes former spouses and former domestic partners, and requires employing offices to verify eligibility documentation before enrollment and every three years thereafter.

Prohibits the Public Employees' Retirement System Board from granting further exceptions to Medicare enrollment restrictions after July 1, 2015.

Modifies reporting requirements by changing notification of health benefit plan changes to the Joint Legislative Budget Committee, relevant legislative committee chairs, State Controller, Director of Finance, and Legislative Analyst rather than the Legislature as a whole, and expands the annual November 1 health benefits report to include detailed information on plan performance, member health, administrative costs, and risk management.

Restricts the use of investment income in the Annuitants' Health Care Coverage Fund for benefit payments until either a designated state subaccount reaches 100 percent funded ratio or July 1, 2046, whichever is earlier.
