Requires the Department of Water Resources to increase statewide water storage capacity by 25% by January 1, 2025, and by 50% by January 1, 2050, through a mix of surface water and groundwater storage projects.

Mandates the Department of Water Resources to identify current statewide water storage capacity and prepare a strategy and implementation plan by January 1, 2017, with updates every two years through 2050.

Continuously appropriates 25% of annual Greenhouse Gas Reduction Fund proceeds to the Department of Water Resources beginning in the 2016-17 fiscal year to fund water storage expansion requirements.

Requires the Legislative Analyst's Office to report to the Legislature on January 1, 2020, and every five years thereafter through 2050, on the Department of Water Resources' progress toward meeting water storage capacity goals.

Requires the State Water Resources Control Board to consider applicable groundwater sustainability plans and groundwater impacts on surface water when formulating water quality policy and adopting water quality control plans for the Sacramento-San Joaquin Delta.
