Establishes the Computer Science Education Grant Pilot Program administered by the Superintendent of Public Instruction to provide grants (not to exceed 2 years) to local educational agencies for establishing, expanding, and maintaining computer science courses and providing professional development for teachers.

Eligible local educational agencies must meet at least two of six criteria including demonstrated leadership, engaged pupils, trained staff, adequate facilities and technology, community partnerships, and capacity for continuation.

Creates the Computer Science Education Grant Matching Account in the State Treasury to receive private donations and gifts; grants require local educational agencies to provide matching funds (including in-kind donations) equal to the amount allocated from the account.

Limits administrative costs to no more than 5% of annual account allocations and requires annual reporting to the Governor and Legislature on grant awards, pupil participation (especially unduplicated and underrepresented pupils), courses offered, teachers trained, and funds distributed.

Program becomes inoperative on July 1, 2021, and is repealed January 1, 2022, unless extended by later statute; Legislature intends no state General Fund moneys be used to support the grant program.
