Authorizes the University of California to enter into a joint powers agreement with the City of Richmond and/or an enhanced infrastructure financing district for financing infrastructure improvements in the South Shoreline Specific Plan and Berkeley Global Campus at Richmond Bay areas.

Requires the UC-City of Richmond agreement to include an Anti-Displacement Fund for affordable housing, vocational training programs, minimum wage requirements 30% above state minimum, construction trades council agreement, comparable job terms for UC employees, Youth Opportunity and Education Fund, small business procurement preferences, and local hire requirements.

Extends the maximum lifespan of Richmond's enhanced infrastructure financing district from 45 years to 55 years if a joint powers agreement with UC is established.

Designates the South Shoreline Specific Plan and Berkeley Global Campus areas as disadvantaged communities for purposes of the Greenhouse Gas Reduction Fund Investment Plan and Communities Revitalization Act.

Requires loans made by the California Infrastructure and Economic Development Bank to the City of Richmond or any authority created under this bill to carry a 0% interest rate.
