AB 128 - Education Finance Summary

• Authorizes County of San Mateo to implement an individualized county child care subsidy plan indefinitely, replacing the previous pilot program that was set to expire January 1, 2019.

• Requires the Student Aid Commission to annually adjust Middle Class Scholarship Program income thresholds and household asset limits beginning with the 2016-17 academic year to reflect cost-of-living changes.

• Modifies reporting requirements for California State University's Doctor of Nursing Practice degree pilot program, requiring CSU to report by March 1, 2016, with separate Legislative Analyst's Office compliance review due January 1, 2017.

• Directs the Office of Planning and Research to conduct a study evaluating admissions policies at University of California and California State University, with findings due to the Legislature and Governor by December 1, 2016.

• Appropriates $500 million from the General Fund for school districts, county offices of education, charter schools, and state special schools distributed on a per full-time equivalent certificated staff basis for teacher professional development and support.
