Ratifies the tribal-state gaming compact between California and the Buena Vista Rancheria of Me-Wuk Indians of California, executed on June 28, 2016, under the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the gaming compact, amendments to the compact, and intergovernmental agreements between the tribe and county/city/state transportation officials negotiated under the compact.

Exempts on-reservation impacts of compliance with the compact terms and the sale of compact assets or creation of special purpose trusts from CEQA project requirements.

Clarifies that the exemptions do not relieve cities, counties, or the Department of Transportation of other CEQA requirements outside the scope of these specific tribal gaming actions.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the tribe.
