Revises eligibility for civil service examinations to allow former Legislature employees, military veterans, and former exempt executive branch employees to take any promotional or career executive examination for which they meet minimum qualifications, with their prior experience counted as state civil service experience.

Eliminates the requirement that employees or veterans select only one promotional examination to compete in when multiple examinations are available and removes time limits on eligibility for certain former state employees.

Grants reinstatement and examination rights to employees whose career executive assignments are terminated, including the right to request deferred examinations for open eligible lists within 10 days of termination.

Repeals provisions governing appointment lists for management and supervisory positions and makes conforming changes to career executive assignment definitions and requirements.

Appropriates $300,000 from the General Fund to the Department of Finance to post all budget requests from the Governor's Budget on the department's internet website.
