Establishes a craft distiller's license allowing manufacturers to produce up to 100,000 gallons of distilled spirits per fiscal year (excluding brandy), with authority to package, rectify, and sell only to wholesalers, manufacturers, or for out-of-state delivery.

Permits craft distillers to conduct tastings on their licensed premises up to 1.5 ounces per person per day, including tastings served as cocktails or mixed drinks, and to sell up to 2.25 liters per consumer per day at instructional tastings.

Allows craft distillers to hold ownership interests in up to two on-sale retail licenses, provided those licenses source alcoholic beverages from California wholesalers and the craft distiller's products do not exceed 15 percent of total distilled spirits items offered for sale.

Authorizes craft distillers to operate bona fide eating places on their licensed premises and serve all beers, wines, and distilled spirits to consumers, with non-craft products purchased from licensed wholesalers.

Sets original and annual license fees consistent with distilled spirits manufacturer licenses, deposited in the Alcohol Beverage Control Fund, and prohibits persons holding craft distiller licenses from also holding distilled spirits manufacturer or wholesaler licenses.
