Exempts nonresident students living in California who are covered individuals under the federal Veterans Access, Choice, and Accountability Act of 2014 and using GI Bill education benefits from paying nonresident tuition at community colleges, effective July 1, 2015.

Allows community college districts to report students exempted from nonresident tuition under this provision as resident full-time equivalent students for state apportionment purposes.

Defines "GI Bill education benefits" as any education benefit administered by the U.S. Department of Veterans Affairs under Title 38 of the United States Code that helps eligible veterans or their eligible relatives cover community college enrollment costs.

Requires state reimbursement to local agencies and school districts for any costs mandated by this bill through existing statutory procedures, as determined by the Commission on State Mandates.

Declares the bill an urgency statute taking effect immediately to implement the nonresident tuition exemption for the 2015-16 academic year.
