Extends by 24 months the expiration date of tentative maps and vesting tentative maps approved between January 1, 2002 and July 11, 2013 in counties meeting specified economic criteria (household income below 80% of state average, unemployment rate at least 2.75% above state average, and poverty rate at least 4% above state median).

Allows subdividers to apply for 24-month extensions of maps approved on or before December 31, 2001, filed at least 90 days before expiration, based on consistency with current zoning and general plan requirements, with appeal rights to the legislative body if denied by advisory agency.

Reduces the Permit Streamlining Act's 5-year restriction on new conditions for building permits to 3 years for subdivisions with maps extended under this bill.

Extends any state agency approvals for development projects in extended maps by 24 months if not already expired.

Took effect immediately upon Governor approval on October 10, 2015.
