AB 1321 Summary

• Establishes the Nutrition Incentive Matching Grant Program within the Office of Farm to Fork to encourage purchase of California fresh fruits, nuts, and vegetables by nutrition benefit recipients.

• Creates the Nutrition Incentive Matching Grant Account in the Department of Food and Agriculture Fund to collect federal matching funds from the Food Insecurity Nutrition Incentive Grant Program and other public and private sources.

• Provides grants to qualified entities (certified farmers' markets, producer associations, nonprofits, and small businesses) to operate consumer incentive programs that increase the purchasing value of nutrition benefits.

• Limits use of funds to no more than one-third for small business recipients and prioritizes grants to underserved areas, communities with high rates of diet-related illness, and programs demonstrating administrative efficiency.

• Requires the Office of Farm to Fork to establish minimum standards, funding schedules, and grant award procedures in consultation with USDA and stakeholder organizations.
