Limits beer servings to 12 ounces per glass and wine servings to 6 ounces per glass.

Requires the beauty salon or barber shop establishment to be in good standing with the State Board of Barbering and Cosmetology.

Restricts alcohol service to business hours only, with service ending no later than 10 p.m.

Preserves local authority for cities and counties to restrict or limit consumption of alcoholic beverages under these provisions.
