Eliminates State Department of Social Services approval requirement for independent living programs in apartments, single-family dwellings, or condominiums.

Removes supervision requirement for participants living independently under the third housing model program type.

Applies changes to both foster children (ages 16-18) and nonminor dependents in transitional housing placement programs.

Maintains existing case manager-to-client staffing ratio of 1 to 12 and age-appropriate regulation requirements for different youth populations.
