Requires the Public Utilities Commission (PUC) to ensure sufficient funding is available to electrical and gas corporations to meet energy efficiency targets established under existing law.

Mandates electrical and gas corporations submit progress reports to the PUC by July 1, 2018, and every four years thereafter on achieving efficiency targets.

Requires the PUC to report to the Legislature by July 1, 2019, and every four years thereafter on progress toward statewide energy efficiency goals, including specific strategies for disadvantaged communities.

Directs the PUC to conduct a comprehensive review by December 31, 2023, of the feasibility, costs, barriers, and benefits of achieving doubled energy efficiency savings by 2030.

Authorizes the PUC to revise efficiency targets if determined not cost-effective or feasible, and to modify policies to address barriers to achievement.
