Requires the Office of Emergency Services to update the State Emergency Plan by January 1, 2018, and every five years thereafter.

Mandates the State Emergency Plan be consistent with the Safeguarding California Plan, the California Climate Adaptation Planning Guide, and the cal-adapt.org website published by the State Energy Resources Conservation and Development Commission.

Removes restrictions on funding sources for a statewide earthquake early warning system, allowing the General Fund to be used in addition to federal funds, revenue bonds, local funds, and private sources.

Eliminates the requirement that the earthquake early warning system development be contingent on identifying funding by July 1, 2016, and repeals the sunset provision tied to that funding deadline.
