Amends Public Utilities Code Section 5401 to create an exemption from individual-fare prohibitions for ride-sharing services operated by transportation network companies or charter-party carriers that prearrange rides among multiple passengers sharing the same vehicle.

Requires exempted services to use vehicles seating no more than 7 passengers (excluding driver), be operated by a participating driver, and not provide public transit, fixed-route, pupil transportation, or public paratransit services.

Mandates that individual passenger fares in exempted services must be less than the fare charged to a single passenger traveling alone on the same route.

Preserves existing insurance requirements under Sections 5433, 5434, and 5435 for transportation network companies and participating drivers.

Maintains existing exemptions for school bus contractors compensated by parents and round-trip sightseeing tour operators.
