Authorizes private employers to establish and maintain a written veterans' preference employment policy that gives preference to hiring or retaining veterans over other qualified applicants or employees.

Permits employers to require submission of a DD 214 (Department of Defense discharge form) to verify veteran status and eligibility for the preference.

Deems the granting of a veterans' preference not to violate any state or local equal employment opportunity laws, including the California Fair Employment and Housing Act.

Prohibits veterans' preference policies from being established or applied for the purpose of discriminating against applicants based on protected classifications such as race, gender, age, disability, or sexual orientation.

Designates this legislation as the "Voluntary Veterans' Preference Employment Policy Act" and allows the Department of Veterans Affairs to assist employers in determining veteran status.
