Requires accrediting agencies to obtain an affirmative majority vote from chief executive officers of all community colleges before imposing special assessments for the agency's legal fees in lawsuits.

Each community college chief executive officer, or their designee, is eligible to cast one vote on any proposed assessment.

Exempts the accrediting agency's activities related to private educational institutions in California or institutions outside the state from this voting requirement.

Allows the Chancellor of the California Community Colleges to excuse compliance if federal criteria for accrediting agency recognition by the U.S. Department of Education prohibit such voting procedures.

Requires the accrediting agency to report to appropriate legislative policy and budget subcommittees when accreditation decisions affect community colleges and when accreditation policy changes occur biennially.
