Authorizes the California Pollution Control Financing Authority to provide financial assistance including grants, loans, credit enhancements, and other incentives to leverage private capital for pollution control projects.

Allows the authority to establish alternate provisions and implement loan loss reserve programs when participating in alternative funding source programs, enabling broader participation in public and quasi-public entity financing initiatives.

Permits the authority to provide direct or indirect loans to cities, counties, school districts, financial institutions, and organizations for brownfield site assessments, remediation, cleanup, and related costs without requiring prior determination of economic reuse potential.

Requires the authority to submit annual reports to the Legislature starting in 2016 describing capital access loan program financial condition and results, including jobs created, geographic distribution, and industry sector breakdown.

Allows the authority to adopt emergency regulations for loan and brownfield financing programs in accordance with the Administrative Procedure Act, with regulations repealing after 180 days unless formally adopted.
