Requires the State Department of Developmental Services to close the Sonoma Developmental Center no later than December 31, 2018, and the Fairview Developmental Center no later than December 31, 2021.

Requires the department to submit a closure plan to the Legislature prior to closing either developmental center, in compliance with existing procedural requirements.

Directs the Director of General Services to lease properties at both developmental centers for current market value, with any use subject to approval by appropriate state and local government agencies with land use authority.

Allocates net lease proceeds as follows: 50% to the Budget Stabilization Account (or General Fund after state debts are paid) and 50% to the newly created Lanterman Act Community-Based Services Fund for regional center purchase of services for persons with developmental disabilities.

Establishes legislative intent to transfer current funding for the operations of both developmental centers to support purchase of services at regional centers.
