Used and processed cathode ray tube (CRT) panel glass exceeding total threshold limit concentration only for barium is exempt from hazardous waste regulation if it meets federal recycling standards (40 CFR Section 261.39).

Exempted CRT panel glass may only be recycled into specified end uses including tiles, fiberglass, radiation shielding glass, decorative glass, bricks, cast concrete, blasting media, and construction blocks, or other uses approved by the Department of Toxic Substances Control.

Recycled CRT panel glass meeting exemption requirements is not subject to hazardous waste export regulations.

The Department of Toxic Substances Control may prohibit any authorized end use if it poses environmental or public health harm, with at least 60 days' notice to recyclers.

CRT panel glass exemption does not apply to products intended for food, medicines, medical devices, baby bottles, or other items the department declares may adversely impact human health.
