• Recognizes the California Residential Mitigation Program (CRMP), a joint powers authority created in 2012 by the California Earthquake Authority and Office of Emergency Services, to administer earthquake retrofit grant programs.

• Requires CRMP to implement a grant program providing grants to qualifying single-family homeowners to defray costs of seismic retrofit work, contingent on legislative appropriation of funds.

• Establishes maximum grant amount of 75 percent of qualifying retrofit work costs or $3,000, whichever is less.

• Requires CRMP's governing board to adopt policies and procedures establishing structural eligibility requirements, high-risk earthquake area criteria, and qualifying retrofit work standards, with public notice and comment opportunities.
