Amends Section 19596.2 of the Business and Professions Code to exclude Whitney Stakes races from the 50-imported-races-per-day limit for thoroughbred racing associations and fairs.

Allows thoroughbred racing associations and fairs to import and accept wagers on out-of-state thoroughbred races without the consent of horsemen organizations and without regard to purse amounts.

Places Whitney Stakes on the same exempted status as other major races including the Kentucky Derby, Preakness Stakes, Belmont Stakes, and Breeders' Cup.

Removes all provisions related to sports wagering that were originally proposed in earlier versions of the bill.
