Exempts amounts appropriated for projects at the Salton Sea from the requirement that the Department of Finance and State Public Works Board approve performance criteria before funds are expended on design-build projects.

Requires the Director of the Department of Water Resources to notify the California Water Commission (instead of the State Public Works Board) regarding the method for selecting a design-build entity for Salton Sea projects prior to advertising.

Defines "department" and "director" for Salton Sea projects to mean the Department of Water Resources and its Director, respectively, in place of the Department of General Services or Department of Corrections and Rehabilitation.

Repeals provisions of the Government Code relating to foreign-trade zones, including sections addressing indemnity and assurance provisions for public corporations establishing foreign-trade zones.
