CA AB1449

Exempts students from the California high school graduation requirement for the California Community College Transfer Cal Grant Entitlement Program, effective with the 2017-18 academic year, if they did not graduate from high school or its equivalent but were California residents on their 18th birthday.

Expands eligibility for Cal Grant A or B awards to students who matriculate into upper division coursework of a community college baccalaureate program, in addition to those transferring to qualifying four-year institutions.

Requires the Student Aid Commission to make preliminary awards to all eligible applicants and mandate written affirmation under penalty of perjury that students meet all requirements.

Establishes a minimum 10 percent random audit requirement of new and renewal awards prior to fund disbursement, with results reported annually to the Legislature and Governor by November 1.

Incorporates provisions from Senate Bill 1314 if both bills are enacted and AB 1449 is chaptered last, with Section 1 becoming inoperative in that scenario.
