Specifies civil penalties for violations resulting in death ($5,000-$15,000 depending on facility size and type) and physical abuse or serious bodily injury ($2,500-$10,000 depending on facility size and type), with director approval required before citation issuance

Removes requirement that penalty revenues be used to assist families with identifying and enrolling children in alternative care when facilities lose licenses, instead directing funds exclusively to technical assistance and training for care providers
